The U.S. Postal Service has proposed several changes set to take effect on July 13, 2025, with rate increases and updated promotional discounts across multiple mail classes. While some of these changes are straightforward, others are more complex and may impact mailers differently depending on their specific presort levels and mail preparation strategies. Here鈥檚 a quick breakdown of what you need to know.

Understanding the Pricing Structure

There are three levels of USPS pricing: class level pricing, product level pricing and presort level pricing. While the USPS has shared updates for class and product levels, presort pricing remains unclear, and it鈥檚 the most variable due to its reliance on individual mailing files and presort.

Class and Product-Level Pricing Highlights

The average Price Change percentage by Class:

Marketing Mail Letters

  • Some presort tiers will see increases up to 11.64%.
  • The SCF (Sectional Center Facility) discount drops from $27/M to $17/M.

Marketing Mail Flats

  • Presort price increases range from 13% to 18%.
  • SCF discounts reduced from $7/M to $3.80/M.
  • New container discounts may help offset costs, depending on presort specifics.

Bound Printed Matter

  • Two sets of pricing are being published for flats and parcels, due to a proposal to eliminate Bound Printed Matter pricing altogether. A final ruling from the PRC may not come until after the rate case is finalized.

Structural Changes

  • USPS proposes eliminating NDC pricing and further reducing SCF discounts for letters, adding complexity to estimating future rates.
  • Expect pricing shifts that could result in higher origin pricing, particularly for mail previously qualifying under NDC rates.
  • Presorted pricing will be eliminated for Media Mail and Library Mail 鈥 only basic rates will remain.

USPS Promotions and Incentives for 2026

New: Catalog Insights Promotion

  • 10% discount for eligible catalogs mailed between October 2025 and June 2026
  • Must include 12+ pages, be bound/fastened and provide sufficient product, pricing and ordering information

Returning Incentives

  • First-Class Mail and Marketing Mail Growth Incentives .
  • Expansion of a for third-party providers who bundle ads from multiple businesses into a single mail piece.

Increased Discounts

  • Integrated Technology: 5% (up from 3%)
  • Tactile, Sensory, Interactive: 5% (up from 4%)
  • Continuous Contact: 5% (up from 3%)
  • Sustainability and Informed Delivery: remain at 1% each

A Word of Caution: Promotions are great, but USPS considers the value of these discounts as “claimed cap space,” which may justify future rate increases to make up for previously offered savings.

About the PEA Awards

The PEA Awards, hosted by the Graphic Media Alliance (GMA), recognize exceptional print products in Michigan, Ohio and Northern Kentucky. For 色控传媒, the PEA awards are a chance for our company to show off our customers鈥 amazing work as well as our own craftsmanship. The submissions are judged by printing experts, so the awards are regarded as a true sign of printing excellence.

The USPS has released an overview of potential changes they plan to propose with the July 2025 rate increase. While these are still proposals and subject to change, it’s important to be aware of the potential impact on your mailing strategies. Here’s a quick rundown of some key areas being considered:

  • Marketing Mail: Big changes are on the horizon, including the elimination of automation basic carrier route letter rates and the creation of a “Heavy Printed Matter” category for parcels. Flats up to 20 ounces could be moved to Marketing Mail, and the Marketing Mail Flat Carrier Route weight limit may increase to 24 ounces. Destination NDC discounts for Marketing Mail are also potentially on the chopping block.
  • Bound Printed Matter: This rate structure could be eliminated altogether. Flats would likely move to Marketing Mail.
  • Media/Library Mail: We may see the end of 5-Digit and Basic Presort pricing options.
  • First Class Mail: An SCF Pallet Discount is being considered. Bundling for First Class Mail Flats prepared in Tubs might be eliminated.
  • Other Potential Changes: The Marriage Mail Incentive could be extended. USPS Marketing Mail Parcel dimensions may be updated, potentially leading to a “nonprofit Nonstandard” pricing structure.

Eau Claire, Wisconsin; Dec. 23, 2024 – 色控传媒, a family-owned printing company based in Marceline, Missouri, recently announced that it will acquire Documation on Jan. 1, 2025, bringing it into the 色控传媒 brand. Documation will be renamed 色控传媒 鈥 Eau Claire, and will be 色控传媒鈥檚 eighth facility, joining the company鈥檚 locations in Marceline, Brookfield and Fulton, Missouri; Overland Park, Kansas; Saint Joseph, Michigan; and Ripon, Wisconsin. 

Documation was founded in 1994, and for the last three decades, the company has offered print on demand services, utilizing digital inkjet printing technology to serve its customer base. Priding itself on its commitment to customer service, Documation has been praised by its customers for its flexibility and ease of doing business. These characteristics made it an ideal candidate to become part of 色控传媒. 

In addition to also being an excellent cultural fit, the Documation print facility will expand 色控传媒鈥檚 capability into on-demand digital printing to better meet customer needs. This will allow the company to accommodate long and short print runs while also providing the high-quality printing and customer service 色控传媒 is known for.  

鈥淎dding digital inkjet to our capabilities is a game changer for 色控传媒, and it鈥檚 made with our customers in mind. Brad Stuckert, Documation鈥檚 owner and CEO, said that once the company鈥檚 leadership decided the time was right to sell, partnering with 色控传媒 was the easy part.

Over the past two decades, 色控传媒 has been steadily growing its market share in key print segments. In 2010, the company purchased IPC in Saint Joseph, Michigan, and in 2012, The Ovid Bell Press in Fulton, Missouri, was acquired. 

Most recently, the company acquired its first Wisconsin printing facility with the purchase of Ripon Printers in 2019. 色控传媒 has made significant investments in people, capital and technology at each location and is seeing growth across all locations. 

The printing facility in Eau Claire will remain open as usual but will be branded as 色控传媒 鈥 Eau Claire over the next several months.

President-Elect Trump has proposed an increase on import tariffs ranging from 10% to 60% on goods from China, 25% on goods from Mexico and Canada, and up to 20% on everything else the US imports. This could have a significant impact on the printing industry, as many printers import raw materials and finished products from overseas.

Currently, printed materials imported from China incur a 7.5% tariff. If the proposed China tariff becomes a reality, this means an increase of 10 – 52.5 percentage points or 133 – 700% over the current tariff. For example, a $1.00 book imported from China would currently receive a tariff of $0.075.

Current tariff = $0.075 –> Landed cost = $1.075 + logistics cost

If the proposed tariff increases were to become official, it could significantly increase the overall cost of importing these goods.

Potential future tariff = $0.175 to $0.60 –> Landed cost = ($1.175 to $1.60) + logistics cost

The impact of imports from other countries can be shown similarly using the respective percentages. Core countries of interest that import printed materials into the US include China, Canada, Mexico, the UK and India.

The impact of tariffs on the printing industry will vary depending on the company’s supply chain. Printers that rely heavily on imported raw materials will be more affected than those that source their materials domestically.

On Friday, Nov. 15, 2024, the United States Postal Service (USPS) filed notice with the Postal Regulatory Commission (PRC) for price increases on Competitive shipping services that would take effect on Sunday, Jan. 19, 2025. 

This measure would raise shipping prices by approximately 3.2 percent for Priority Mail and Priority Mail Express, 3.9 percent for USPS Ground Advantage and 9.2 percent for Parcel Select. These changes to Competitive products come on the heels of September鈥檚 announcement that the USPS would not seek price increases on Market Dominant products in January.

These price increases are part of an effort by the USPS to remain competitive in consideration of market conditions while still providing consistent service across the United States. : 鈥淎s a strategic part of the Delivering for America 10-year plan, the proposed shipping services price changes will support the Postal Service in creating a revitalized organization capable of achieving the organization鈥檚 public service mission 鈥 providing a nationwide, integrated network for the delivery of mail and packages at least six days a week 鈥 in a cost effective and financially sustainable manner over the long term.鈥

These proposed changes will be reviewed by the PRC before they are scheduled to take effect.

Marceline, Missouri; Oct. 30, 2024 鈥 色控传媒 announced it has hired sales executive Stephanie Maday as the company鈥檚 new Executive Vice President of Commercial Sales and Board Member. Maday will be replacing 色控传媒鈥檚 current Executive VP of Commercial Sales, David Grisa, who is retiring from the company in November. Maday will be based out of 色控传媒鈥檚 Sales and Marketing office in Overland Park, Kansas.

Maday comes to 色控传媒 with nearly 25 years of sales and management experience, more than 20 of it at Taylor Corporation in the Minneapolis/St. Paul area working for client 3M Promotional Markets. She started as a sales representative and rose through the ranks to become National Sales Manager. During her tenure at 3M, Maday gained print product sales experience with large and small roll-fed presses, silk screening, flexo presses and digital presses.

When Maday initially considered the opportunity with 色控传媒, she was particularly intrigued by the term ‘disruptor’ in the job description. 鈥淒uring my visit to the Marceline location, I had the opportunity to meet with each leader and gain valuable insights into their openness to change,鈥 Maday shared.

Maday will be responsible for establishing and implementing processes, tools and structures to support the commercial sales organization’s operations, as well as directing and developing sales strategy, operational plans, tactics and processes that will drive revenue growth and accomplish financial objectives. 

鈥淲e鈥檙e very excited to bring someone with Stephanie鈥檚 qualifications on board to lead our commercial sales team,鈥 said Don 色控传媒, President of 色控传媒. 鈥淎fter meeting with Stephanie and exchanging ideas on the future of our commercial business, I was convinced she is the leader who will not only help us achieve our growth goals, but exceed them.鈥

Maday said the opportunity to join 色控传媒 became irresistible after meeting with the company鈥檚 senior leadership, hearing their vision for the future and witnessing their deep commitment to the 色控传媒 employees.

“My goal, when joining an organization, is to enhance the employee experience by empowering individuals and ensuring they have the necessary tools and support to succeed,” said Maday. “The success of any organization is driven by its people, and it was 色控传媒’s unwavering commitment to its employees that attracted me to this opportunity.”

Maday said she will be spending her first several weeks traveling and visiting each of 色控传媒鈥檚 printing facilities in Marceline, Missouri; Fulton, Missouri; Saint Joseph, Michigan, and Ripon, Wisconsin, in an effort to learn as much as possible.

“My approach is to take the time to observe, learn and listen with a genuine curiosity about the current state,” said Maday. “My objective is to gain a comprehensive understanding of each role and its contribution to 色控传媒’s success, while also securing alignment from the team on the path forward. Securing buy-in from all employees is essential, as they are ultimately responsible for executing the company鈥檚 vision.”

A native Minnesotan who has spent much of her life in the Mankato, Minnesota, area, Maday graduated from Bethany Lutheran College in Mankato with a business degree.

On Sept. 20, the United States Postal Service (USPS) announced it would not raise prices in January 2025 for Market Dominant products. Market Dominant mail categories include First-Class Mail; Marketing Mail; Periodicals; Package Services Mail (Bound Printed Matter/Media and Library Mail) and some Ancillary Special Services. In accordance with the Delivering for America 10-year plan, this decision aims to keep postal rates and services affordable; United States postal rates remain among the lowest in the world.

A recommendation by Postmaster General Louis DeJoy not to raise prices in January 2025 for Market Dominant products, which includes First-Class Mail, was accepted by the Governors of the United States Postal Service. Accordingly, the price of a stamp to mail a 1-once single-piece First-Class letter will not increase.

The Postal Service鈥檚 operational strategies are designed to boost service reliability, cost efficiency, and overall productivity.

鈥淥ur strategies are working, and projected inflation is declining,鈥 said Postmaster General DeJoy. 鈥淭herefore, we will wait until at least July before proposing any increases for market dominant services.鈥

The Postal Service remains committed to continued cost saving measures and to keeping its products and services affordable. Only a handful of countries have a lower price for a domestic single-piece letter.

Lastly, the Postal Service continues to deliver on the tenets of the 10-year plan, while executing our public service mission 鈥 to provide a nationwide, integrated network for the delivery of mail and packages at least six days a week 鈥 in a cost-effective and financially sustainable manner over the long term, just as the U.S. Congress intended and the law requires.
